Why was a Chihuahua allowed right up at the bar ? Service dog maybe didn't ask, doesn't seem right.

Also, you aren't actually allowed to ask for proof of a service dog (unless you are the police) so unfortunately people take advantage of this and no matter how unacceptable it is, business owners are powerless to do anything.
